ELCPBC administers several programs for the families in Palm Beach County, including the state-funded School Readiness and Voluntary Prekindergarten (VPK) programs as well as the locally funded Children's Services Council (CSC) Scholarship program and the federally funded Early Head Start (EHS) Partnership program. In most cases, the child care providers who offer these programs to our local families are required to utilize certain curriculums as outlined in their statewide provider contracts. In addition to these required curriculums, ELCPBC is fortunate to partner with the Children's Services Council of Palm Beach County (CSC) to administer the Teaching Strategies GOLD (TS-GOLD) Assessment program here within some of our local child care providers.


The TS-GOLD Assessment program utilizes an online, internet-based tool which supports early childhood education practitioners/teachers as they observe and document the demonstrated abilities of children, ranging in age from birth through kindergarten, in their day-to-day activities, often simply playing and doing what they would naturally do. TS-GOLD is strongly aligned with state and national learning standards and the program supports a cycle of ongoing observations, documentation, planning, portfolio-building, and reporting. The use of TS-GOLD has allowed ELCPBC, supported and funded by CSC, to provide accurate child-level data which has helped to reveal strengths and challenges of individual students, as well as groups of children in classroom settings. Recent research has shown that "children really do learn through play."
